Our provider team consists of physical therapists only. There is no delegation of patient care to assistants or aides. The advanced training and specialty certifications amongst our staff is broad and includes board certified orthopedic and sports clinical specialists, certified manual and manipulation therapists and ASTYM™ accredited providers. Debra Anderson, DPT
Debra is from the small town of Boone located in the mountains of North Carolina. She went to Appalachian State University for her undergraduate education and received her degree in Exercise Science. While there, she competed as a NCAA D1 pole vaulter. Debra then attended graduate school at East Carolina University where she received her degree as a Doctor of Physical Therapy.
Debra has passion for treating patients with general orthopedic injuries as well a special interest treating patients with a variety of sports related injuries. She particularly enjoys the challenge of treating injured runners to enable them to get back to their sport as quickly as possible. She enjoys utilizing a variety of treatment techniques including individualized rehabilitation exercises as well as manual treatment to provide her patients with the best care possible.
In her free time, Debra enjoys hiking, traveling, cooking, skiing, and trail running. She also enjoys trying out new restaurants and breweries around Portland with her husband. Debra’s husband is a distance runner and avid member of the Jacuzzi Boys Athletic Club.
Ryan Bourdo, DPT
Ryan grew up in Corvallis, Oregon and completed his undergraduate education at the University of Oregon, graduating in 2011. Thereafter he received his Doctorate of Physical Therapy at Regis University in Denver, Colorado where he developed an interest in manual therapy and patient-focused care.
He believes that physical therapists are one of the true experts in movement systems of the human body and play an important role in healthcare and wellness.
During his free time, Ryan enjoys writing on his blog, running, photography, camping, and volunteering in his community.
LEO QUINN, PT, OCS
Leo received his undergraduate degree in 1995 from Middlebury College in Middlebury, Vermont and his physical therapy degree from the University College Dublin in Dublin, Ireland in 2001. In 2012 he became a Board Certified Orthopedic Specialist through the American Physical Therapy Association. He is also an ASTYM™ certified provider.
He enjoys working with patients contending with general orthopedic conditions and post-surgical rehabilitation, as well as those with sports-related injuries. He has a special interest in helping the active individual striving to return to outdoor recreation and sport.
In his free time he enjoys running, hiking, downhill skiing and spending time with his two beautiful children.
Ari Witkin, DPT
Ari is originally from Austin, TX. He received an undergraduate degree in Economics and Political Science from UC Santa Cruz, and a Master’s degree in Public Policy from University of Texas. After years of working in the public policy sector in Washington, DC and Austin, TX, Ari decided to make a professional change, return to school and received his Doctorate of Physical Therapy from Texas State University.
Ari believes that movement is a fundamental human right and derives great joy from guiding clients towards achieving their goals. From getting on the ground to play with your grandchildren to preparing for your next marathon and everything in between, Ari wants to help you get there with a smile on your face.
In his free time, Ari likes to run, bike, swim, hike, and travel. Any activity is only enhanced if he shares it with his beautiful and brilliant wife, Erin.
KARL KOLBECK, PT, OCS, SCS, COMT, FAAOMPT
CO-OWNER
Karl offers over 25 years of orthopedic, sports medicine and manual therapy rehabilitation experience. He co-owns Rose City Physical Therapy with his wife and business partner Sasha Kolbeck. Karl, originally from Wisconsin, graduated from the University of Wisconsin – La Crosse in 1991 with his Bachelor of Science in Physical Therapy.
He is a Board Certified both as an Orthopedic Specialist (OCS) and Sports Clinical Specialist (SCS) through the American Physical Therapy Association. He is a Certified Orthopedic Manipulative Therapist (COMT) through the North American Institute of Orthopedic Manual Therapy and a Fellow of the American Academy of Orthopedic Manual Physical Therapists (FAAOMPT). Each specialty offers advanced skill sets which enhance the patient care experience, and affords optimal recovery utilizing advanced manual therapy techniques, patient specific therapeutic exercise and evidence based research applied to patient care.
Karl is a nationally recognized shoulder expert and educator. He teaches fundamental, advanced and post-operative continuing medical education courses on orthopedic and sports medicine shoulder rehabilitation to physicians and physical therapists.
In addition, he specializes in working with runners of all ability – from the novice to world class and Olympic medalists – offering treatment methodology based in sound fundamentals principles, functional movement integration and advanced evidence based science.
In his free time he enjoys windsurfing, backpacking, travelling – with 48 states and 17 countries under his belt – is an ongoing oenophile in training, and is proud to be a shareholder of the Green Bay Packers!
SASHA KOLBECK, MPT, DPT, OCS, COMT
CO-OWNER
Sasha hails from Eugene, Oregon and has lived in Oregon, California and Washington. She graduated from Loma Linda University with a Masters Degree in Physical Therapy in 1998 and completed her Doctor of Physical Therapy at Pacific University in 2011. She became a Board Certified Orthopedic Specialist from the American Physical Therapy Association in 2007, a Certified Manual Physical Therapist (CMPT) through NAIOMT in 2008, attained a Certificate of Achievement of Pelvic Physical Therapy through the APTA in 2011, and became a Certified Orthopedic Manipulative Therapist in 2013.
She has practiced orthopedic manual and sports physical therapy with an emphasis on work injury, motor vehicle accident, sports injury management and orthopedics for the spine and extremities. She was a member of the PPTSR team for three years prior to purchasing the practice with her husband in 2014.
Sasha spends her free time snowshoeing, downhill skiing, surfing, hiking, practicing yoga, running half marathons, cooking, traveling, and watching football – go Green Bay Packers and Oregon Ducks! – and other sports with her husband Karl.

Rachel Hollister
FRONT OFFICE MANAGER
Rachel was born in Sacramento, California and raised in Portland, Oregon. She graduated from the University of Oregon in 2013 with a Bachelor’s of Science in Human Physiology and a minor in Business Administration. She was also a cheerleader for the Oregon Ducks as well as a member of Alpha Phi sorority.
Rachel is passionate about the medical field and enjoys helping patients navigate the healthcare industry and the insurance maze. As a member of the Rose City PT family, Rachel is one of the first points of contact for patients coming into the clinic. She enjoys meeting each patient and strives to provide excellent customer service.
Outside of work, Rachel enjoys weekend adventures around the Pacific Northwest, exploring Portland cuisine with her boyfriend, Zumba classes, and cheering for the Oregon Ducks and Portland Trail Blazers.
Taryn Fahey
PATIENT CARE COORDINATOR
Taryn grew up in Portland and has lived here most of her life. She graduated from the University of Oregon in 2013 with a Bachelor’s of Science in Human Physiology and a minor in Psychology.
As one of the first faces you’ll see at our clinic, she’ll be sure to greet you with a warm welcome and be there to assist you with the administrative aspects of your care. Prior to joining our team, Taryn gained experience in healthcare as a physical therapy aide and has enjoyed being a part of the rehabilitation process and working closely with patients. This has piqued her interest and her goal is to one day be accepted into physical therapy school where she can pursue this passion further.
Outside of work, Taryn enjoys camping, yoga, hiking with her dog Igor, playing video games, running/working out, watching movies, and reading mystery novels.
Joshua Hohensee
PATIENT CARE COORDINATOR
Joshua grew up in Wisconsin and moved to Oregon in 2011. He graduated from the University of Wisconsin-La Crosse with a Bachelor of Science degree in Biology and Chemistry minor. He was also a distance runner for UW-La Crosse on their cross country and track program.
He has been passionate about the healthcare field since an early age after having gone through many treatment programs himself for sports related injuries growing up. With a friendly and easy going personality, Joshua enjoys meeting patients and strives to provide exceptional care and customer service.
In his free time he enjoys running, hiking, disc golf, ultimate Frisbee, as well as going out to comedy shows or local sporting events or cheering for some of his favorite sports teams – Go Pack go! and On Wisconsin!
